BeachFleischman’s client, the University of Arizona Applied Research Corporation (UA-ARC), seeks a Director of Security (DoS). This position will coordinate and monitor sensitive aspects of government agencies’ industrial security programs, ensuring compliance with government and corporation security policies and procedures. The position requires independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters and will provide support for all security functions in accordance with the NISPOM, ICD’s, NIST and other applicable government security directives associated with security programs. Additionally, the DoS will serve as the Facility Security Officer (FSO) for UA-ARC.
Provide support for a program, organization, system, or enclaves information assurance program; provide support for proposing, coordinating, implementing, and enforcing information systems security policies, standards, and methodologies; maintain operational security posture for an information system or program to ensure information systems security policies, standards, and procedures are established and followed; assist with the management of security aspects of the information system and perform day-to-day security operations of the system; evaluate security solutions to ensure they meet security requirements for processing classified information; perform vulnerability/risk assessment analysis to support certification and accreditation; prepare and review documentation to include Systems Security Plans, Risk Assessment Reports, Certification and Accreditation packages, and System Requirements Traceability Matrices; support security authorization activities in compliance with NSA/CSS Information System Certification and Accreditation Process (NISCAP) and DoD Information Assurance Certification and Accreditation Process (DIACAP).
The Director of Security will report a senior executive staff member and serves as the Senior Intelligence Officer overseeing and managing day-to-day Intelligence Operations and supported programs within the Sensitive Compartmented Information Facility (SCIF).

Duties & Responsibilities

Serve as the Senior Intelligence Officer (SIO) and/or supervise the Special Security Officer (SSO) and oversee the accreditation process and operation of one or more Sensitive Compartment Information Facilities. Administer the required components of the industrial security programs and support Collateral, SCI and Special Access Programs in compliance with the NISPOM, JAFAN’s, ICD’s and other applicable government security directives associated with Collateral and SCI security programs
Serve as or supervise the Facility Security Officer (FSO)
Develop, implement, and monitor UA-ARC security policies and procedures; ensure compliance with all aspects of the security
Manage the installation and operation of all information systems and program enhancements
Manage the Access Control System
Accreditation and reaccreditation of classified Information Systems to include user access, auditing, configuration management, documentation, and training in accordance with DOD, IC policies and regulations
Ensure communications security (COMSEC) requirements and procedures are implemented and followed
Administer the Chief Information System Security Officer (CISSO) duties
Administer Joint Personnel Adjudication System (JPAS) activity including processing clearances and visit requests
Maintain all records in compliance with our security manual and COMSEC procedures
Primary contact for Defense Counterintelligence and Security Agency reviews, correspondence, and directed actions
Engage and coordinate with US Government, Industry, Contract or Academia security professionals as required
Provide guidance and instructions to all employees to ensure any event, circumstance, or act that could be considered a breach of security is reported immediately
Implement and maintain information systems security policies and procedures
Monitor and correct information systems security vulnerabilities and threats
Conduct security trainings, briefings, and debriefings
Assure proper marking, safeguarding, and transmission of all classified and COMSEC materials
Maintain a working relationship with all contract security offices to ensure proper paperwork and clearances are maintained
Develop strategies to handle information systems security incidents
Be involved in information security investigations and recommended courses of action
Ensure information systems policies, procedures and protocols are being executed
Provide IT leadership, training and guidance to staff members
Implement education programs on user awareness and information systems security compliance
Develop, Maintain, and Audit UA-ARC’s CUI information systems
Engage Academic FSOs for intelligence sharing and best practices
Connect organizational requirements with security goals
Develop, Maintain, and Manage UA-ARC’s Export Control Program
Prepare technical reports for executive management
Prepare financial forecasts and budgets for information systems security operations
Other duties as assigned

Knowledge, Skills, & Abilities

Demonstrated Sensitive Compartmented Information Facility (SCIF) oversight experience
Working FSO experience desired
Possess experience in the U.S. Government, DoD, Intelligence, and Industrial Security management
Adept in the Joint Personnel Adjudication System (JPAS), Electronic Questionnaires for Investigations Processing (e-QIP), and Industrial Security Facilities Database (ISFD)
Working CISSO knowledge
Experience with eFCL and DISS
Information Systems Security Officer experience desired, Active Security+ or CISSP certification highly desired
Prepare and review documentation to include System Security Plans (SSPs), Risk Management Framework (RMF), System Security Program (SSP) packages
Ability to maintain a high degree of confidentiality and responsibility regarding information related to Enterprise Partners, its subsidiaries and University of Arizona business and confidential prospect information
Strong and collegial interpersonal skills and an ability to communicate effectively in person, in writing, and by telephone
Ability to represent the corporation well
Ability to work both independently and as part of a team

Minimum Qualifications

Bachelor’s degree and eight years of experience that can be a combination of related experience in industrial security and the U.S. military.
In-depth knowledge of the National Industrial Security Program (NISP) and experience interacting with DCSA.
Experience with operating and maintaining multiple Department of Defense Information Systems.
Working knowledge and demonstrated success working with the federal acquisition regulatory environment (e.g., FAR, DFARS, CAS, etc.).
Working knowledge and demonstrated experience with National Industrial Security Program Operating Manual (NISPOM) compliance.
Working knowledge and demonstrated experience as a Facility Security Officer.
Knowledge of the DOD NIST system security standards.
Demonstrated ability to manage numerous complex and time-critical activities simultaneously, including technical/data processing support activities.
Outstanding communication skills, both written and oral.
Demonstrated management skills.
Ability to work independently under established deadlines and in a collaborative team.
Ability to travel as required to partner/collaborator institutions, relevant security conferences, etc.; and
U.S. Citizenship is required and must have the ability to obtain and maintain a U.S. Government Top-Secret Security clearance (active TS security clearance is preferred).

Preferred Qualifications:

Master’s degree in related field preferred and 5+ years information technology security experience.
Current Top Secret/Sensitive Compartmented Information (TS/SCI) clearance or willingness and ability to be successfully adjudicated for TS/SCI.
Served as Facility Security Officer (FSO) or Alternate FSO
Experience working in a non-profit, 501.c.3 corporate structure.
Experience working in a university affiliated applied research environment.
Demonstrated ability to contribute to diverse team within congruent or matrixed organizational frameworks.
Demonstrated success in organizational security compliance with federal regulatory frameworks.
Familiarity with International Traffic in Arms Regulations (ITAR) and Export Control compliance.
